1. Risks, Controls and Tests form the remainder of the Work Programme Template. These three levels have a hierarchical relationship. Controls cannot be added before risks and tests cannot be added before controls.
2. This is illustrated by the toolbars at the top of each column, Tests and Controls cannot be added as the drops down lists are not active until their predecessor exists
